Ras Al Khaimah signs agreement to develop the largest wastewater infrastructure project in the Emirate to enable sustainable growth

The Government of Ras Al Khaimah, represented by the Public Services Department signed a long-term Sewage Treatment Agreement (STA) with a consortium of companies, comprising Etihad Water and Electricity (EtihadWE), TAQA Water Solutions and Saur International. The agreement covers the development of the Ras Al Khaimah Wastewater Treatment Plant, with a treatment capacity of 60,000 cubic meters per day. Upon completion the project will serve a potential population of 300,000.

The transformative public-private partnership (PPP) will upgrade and expand the Emirate’s wastewater infrastructure, reinforcing Ras Al Khaimah’s long-term vision for the sustainable development of communities and urban areas, environmental stewardship and the provision of high-quality public services.

A landmark for Ras Al Khaimah: paving the way for future investments
This partnership is Ras Al Khaimah’s first PPP venture, marking a historic milestone that sets a strong precedent for future collaboration between the public and private sectors in essential infrastructure. The positive market response to the inaugural PPP reflects the confidence in the Emirate’s transparent, well-governed model and its ability to attract long-term investment into resilient, sustainable assets. 

Sheikh Ahmed bin Saud Al Qasimi, Chairman of Ras Al Khaimah Public Services Department, affirmed that the signing of the agreement reflects Ras Al Khaimah’s approach to advancing vital projects that directly touch people’s lives, in line with the vision of His Highness Sheikh Saud bin Saqr Al Qasimi, UAE Supreme Council Member and Ruler of Ras Al Khaimah, to make the Emirate a hub of prosperity across all sectors. This is achieved through the development of advanced infrastructure that reinforces quality of life, supports resource sustainability and keeps pace with the requirements of urban growth.

Sheikh Ahmed added that Ras Al Khaimah’s developmental journey continues with confidence through operating models that strengthen partnerships with the private sector and leverage its expertise and innovation. He noted that such models help accelerate delivery, enhance operational efficiency and ensure the long-term sustainability of assets and services, guided by clear performance standards that deliver lasting value for society, the economy and the environment.

The agreement was signed at the EtihadWE Museum, located within the Saud bin Saqr Energy and Innovation Complex in the Al Barirat area in Ras Al Khaimah, and was joined by Jasim Hussain Thabet, Group CEO & MD of TAQA Group; H.E Eng. Khalid Fadl Al Ali, Director General of the Ras Al Khaimah Public Services Department; Eng. Yousef Ahmed Al Ali, CEO of Etihad Water and Electricity; Eng. Ahmed Al Shamsi, CEO of TAQA Water Solutions; and Christophe Tanguy, CEO of Saur Middle East..

His Excellency Engineer Khalid Fadel Al Ali, Director General of the Public Services Department, affirmed that the agreement represents a qualitative leap in modernising Ras Al Khaimah’s wastewater system, delivering a direct positive impact on the community and quality of life. He stated that the project will improve treatment efficiency, strengthen operational reliability and enhance infrastructure readiness to meet the demands of urban expansion, supporting sustainable growth, protecting the environment and raising the standard of services provided to residents.

He added that the project carries added importance as Ras Al Khaimah’s first public-private partnership, establishing a practical model for collaboration in essential infrastructure projects and opening broader horizons for long-term investment in resilient and sustainable assets. He explained that the PPP model contributes to improved service quality and faster delivery, guided by clear performance standards that support sustainable development and enhance quality of life across the community.

Yousif Ahmed Al Ali, CEO of Etihad Water and Electricity, said: “The signing of this agreement represents a practical step towards strengthening the resilience and readiness of Ras Al Khaimah’s wastewater infrastructure, while supporting long-term water security objectives. Through this public-private partnership, the Government is bringing together public sector leadership with a consortium that has proven capabilities in project development and operations.

Eng. Yousef Ahmed Al Ali added: “We are proud of this collaboration, which reflects an effective partnership model that enables the delivery of resilient and sustainable assets, enhances public service quality, supports urban growth, and ensures long-term benefits for the community and the environment.”

“Eng. Ahmed Al Shamsi, CEO of TAQA Water Solutions, stated: This project represents a significant milestone for TAQA Water Solutions, marking our first major undertaking in distributing the recycled water. By managing the entire process, from collecting and treatment to distribution, we are maximising the value of water resources while supporting Ras Al Khaimah’s goals to continue positioning itself as a leading sustainable tourism destination and a vibrant economic hub. The project reflects our commitment to delivering robust infrastructure that enables long-term sustainable growth and promotes the circular economy.”

Eng. Ahmed Al Shamsi added: “TAQA Water Solutions will collect wastewater at the Ras Al Khaimah Wastewater Treatment Plant through a 6.3 km gravity pipeline and distribute the recycled water via a network extending up to 26 km. This will allow for the reuse of 100% of recycled water across vital areas including irrigation and cooling, in line with the UAE 2030 Vision, The UAE's Net Zero 2050 Strategy and United Nations Sustainable Development Goals related to sustainable cities and communities.”

Christophe Tanguy, CEO of Saur International – Middle East, commented “We are truly honoured to be part of the consortium delivering the RAKWA wastewater project. It underscores our commitment to supporting Ras Al Khaimah’s infrastructure ambitions through long-term, performance-driven partnerships. This project aligns closely with our expertise in operating integrated wastewater systems where reliability, environmental performance and regulatory compliance are fundamental.”

The partnership project encompasses the development of an integrated wastewater treatment plant employing state-of-the-art technologies, as well as the establishment of supporting infrastructure, including a treated wastewater transmission network. 

The project will be delivered through a Build–Own–Operate–Transfer (BOOT) model, under which the project company formed by the consortium will assume responsibility for the design, financing, construction, commissioning, insurance, ownership, operation, and maintenance of the plant and its associated assets throughout the project lifecycle. At the conclusion of the partnership term, ownership of all project assets will be transferred to the Department of Public Services, in line with established public–private partnership frameworks and best international practices.

The project is expected to support sustainable urban development, strengthen environmental infrastructure, and advance public sector objectives related to efficiency, service integration, and long-term value creation for the community.

Ajman Department of Tourism, Culture and Media signs sponsorship agreement with Etihad Water and Electricity

The Ajman Department of Tourism, Culture and Media (ADTCM) signed a sponsorship agreement with Etihad Water and Electricity (EtihadWE), as part of its commitment to promoting and organising community activities and events and advancing collaborations between government entities.

The signing of the agreement reflects a shared commitment to advancing institutional development and strengthening the partnership in community and tourism events and activities, in support of the sustainable development goals of Ajman and the UAE.

The agreement was formally signed by H.H. Sheikh Abdulaziz bin Humaid Al Nuaimi, Chairman of ADTCM and Eng. Yousif Ahmed Al Ali, CEO of EtihadWE, in the presence of H.E. Mahmood Khaleel Alhashmi, Director-General of the Department, alongside senior officials from both organisations.

The agreement stipulates enhancing collaboration in organising and sponsoring community, sports, and tourism events, as well as supporting joint institutional initiatives that position Ajman as a sustainable tourism destination.

H.H. Sheikh Abdulaziz bin Humaid Al Nuaimi said: “This agreement marks a significant step forward in our mission to drive progress and growth. It is a key example of effective institutional collaborations and cross-sector partnerships, which are aimed at enhancing community engagement and tourism initiatives, while strengthening Ajman’s position as a leading global sports destination. Eng. Yousif Ahmed Al Ali emphasised that the collaboration with ADTCM offers a valuable opportunity to support community, sports, and tourism initiatives. Etihad Water and Electricity Participates in Consortiums Developing the Misfah and Duqm Power Projects in the Sultanate of Oman

Etihad Water and Electricity (EtihadWE) announced its participation in the consortiums developing the Misfah and Duqm power generation projects in the Sultanate of Oman, following the signing by Nama Power and Water Procurement of consortium agreements led by Nebras Power for the Misfah project and by Korea Western Power (KOWEPO) for the Duqm project, with a total investment value estimated at approximately OMR 1 billion.

The Misfah project consortium comprises Etihad Water and Electricity and Bahwan Infrastructure Services and will develop the Misfah Power Plant with a total capacity of approximately 1,700 MW. The Duqm project consortium includes Nebras Power, Etihad Water and Electricity, and Bahwan Infrastructure Services and will develop the Duqm Power Plant with a total capacity of approximately 877 MW. Both projects will be developed using advanced, high-efficiency combined cycle gas turbine (CCGT) technology, enhancing fuel efficiency and contributing to the reduction of carbon emissions.

Once operational, the projects are expected to contribute to the stability of the national electricity grid in the Sultanate of Oman and support economic and industrial growth, while being designed for future integration with carbon capture systems, in line with Oman’s transition toward a low-emissions energy system.

His Excellency Suhail Mohamed Al Mazrouei, Minister of Energy and Infrastructure and Chairman of the Board of Directors of Etihad Water and Electricity, said:
“This partnership reflects the UAE’s commitment to advancing mutually beneficial and sustainable energy cooperation across the region. By working with trusted partners in the Sultanate of Oman, we are supporting the development of highly efficient, flexible generation capacity that strengthens energy security and reliability, while remaining aligned with the long-term transition to lower-emissions energy systems. We value the strong bilateral ties between our two countries and look forward to continued collaboration that delivers tangible outcomes for sustainable growth.” 

His Excellency Eng. Salim bin Nasser Al Aufi, Minister of Energy and Minerals of the Sultanate of Oman, affirmed that the Misfah and Duqm projects represent an important step in strengthening the national energy system and reflect Oman’s commitment to achieving the objectives of Oman Vision 2040 and net-zero emissions by 2050, through the deployment of high-efficiency technologies capable of operating with fuel blends containing up to 30% hydrogen.

His Excellency Eng. Saad Sherida Al Kaabi, Minister of State for Energy Affairs and Chairman of the Board of Directors of Nebras Power, stated that the two projects will contribute to meeting the growing demand for electricity in the Sultanate of Oman, support socio-economic development, and create employment opportunities for Omani talent.

From his side, Eng. Yousif Ahmed Al Ali, Chief Executive Officer of Etihad Water and Electricity, said:
“Our participation in the Misfah and Duqm projects reflects EtihadWE’s role as a regional development partner in critical infrastructure projects, building on our experience in developing and operating large-scale assets. This participation aligns with our commitment to supporting regional energy security, strengthening Gulf cooperation, and contributing to the development of efficient and future-ready power generation solutions that support the transition to lower-carbon energy systems.”

​The Government of Ras Al Khaimah has announced that the third edition of RAK Energy Summit will take place from November 25 to 27 2026 under the patronage of His Highness Sheikh Saud bin Saqr Al Qasimi, UAE Supreme Council Member and Ruler of Ras Al Khaimah. Organised by Ras Al Khaimah Municipality in partnership with Etihad Water & Electricity, the three-day event will be held at the RAK Expo Center.

Guided by the theme ‘Create and Contribute to the Sustainable Energy Goals of the Future,’ the summit will bring together regional leaders, innovators, and decision-makers to explore key priorities, policies, and partnerships supporting the sustainable energy and climate objectives of the UAE and broader GCC region.

HE Munther Mohammed bin Shekar, Director General of Ras Al Khaimah Municipality, said, “We are proud to announce the third edition of RAK Energy Summit, continuing the momentum of productive discussions and ambitious goals set in previous editions. Taking place during a period of robust growth in Ras Al Khaimah, the summit will also shed light on opportunities emerging in the emirate, as it reinforces its position as a regional hub for sustainability and innovation. Some of the main sustainable energy developments in Ras Al Khaimah are taking place as part of Ras Al Khaimah Integrated Sustainability Strategy, a framework supported by Reem, the Sustainable Energy Sector of Ras Al Khaimah Municipality.
