Conditions to participate & collect the tender documents:
•The company must be registered in Etihad WE vendors list. In case of the company is not registered, they must finish the registration process to be able to participate in the tender.
•The tender proposal must be accompanied by a Bid Bond in the form of an unconditional Bank Guarantee for 5% of the total tendered sum, valid for (180) days from the last date of submission of tender proposals.

Proposal submission details:
•Tenders shall be submitted through the SAP SRM ONLINE system.
•Tenderers must ensure that both their Technical and Commercial (BAFO) submissions are provided before the submission deadline.
•Tender Bond must be submitted offline enclosed in a sealed envelope bearing only the company name, tender number and title addressed to:

•Tender Bond must be submitted before the date and time of the tender opening, by hand, otherwise the offer will be rejected.

TENDER PREQUALIFICATION CRITERIA - NOTICE
Dear Sir/Madam,
Etihad Water & Electricity (EtihadWE) is pleased to invite your organization to participate in Tender No. 283E/2025 for the Engineering, Procurement, and Construction (EPC) of a 50 MWh Battery Energy Storage System (BESS) with long term service level agreement for maintenance.
Scope of Work (Indicative)
The successful bidder will be responsible for delivering a turnkey solution covering the complete lifecycle of the BESS facility. The scope shall include, but not be limited to:
•Site investigation & surveys including feasibility and soil studies for selected substations, if required (Ajman Power Station, Tallah Main SS, Jurf Main SS).
•Detailed design & engineering of all civil, electrical, and mechanical works including SLDs, layouts, control schemes, and integration philosophy.
•Supply, manufacturing, transport, installation, erection, and commissioning of all required systems including:
- Battery modules, racks, containers with HVAC & fire suppression and all other required BoP.
- Battery Management System (BMS) and Energy Management System (EMS) integrated with SCADA/DERMS.
- Power Conditioning System (PCS), multi-winding transformers, auxiliary power systems, and protection systems.
- Civil, mechanical and all structural works including but not limited to cabling, earthing, lightning protection, and communication systems.
•Testing & acceptance including FAT, SAT, reliability & performance tests, and trial run.
•Comprehensive Annual Maintenance with service level agreement for 15 years, including preventive/breakdown maintenance, spares management, monitoring, reporting, and training of EtihadWE personnel.
Minimum Eligibility Criteria
To qualify, bidders must demonstrate the following:
1. Relevant Experience:
- Successfully completed at least two (2) utility-scale BESS projects of ≥ 50 MWh capacity, in successful operation for at least one (1) year.
- Successfully completed at least one (1) utility-scale BESS project in hot desert climatic conditions (GCC or equivalent).
- Projects must not have COD more than 8 years prior to bid submission.
- Reference projects must be of similar nature and complexity.
2. Technical & Financial Requirements:
- Proven experience in the same battery technology proposed in this tender.
- Submission of evidence such as acceptance certificates from project developers, lenders’ engineers, or utilities confirming bidder’s role and capacity.
- Valid corporate existence audited financial statements of the last three years, and parent company guarantee (if applicable).
- Compliance with Good Utility Practices, UAE/GCC standards, and relevant IEC/IEEE/NFPA codes.
- Use of new, reputable, commercially proven equipment only.
3. Contractual Obligations:
- Ability to assume all legal, technical, and commercial aspects as single-point responsibility under the contract, including adherence to liquidated damages provisions and long-term maintenance contract.
- Demonstrated strategy for subcontracting, including qualified local/international partners.
- Must have valid licenses, office representative and all required Govt permission to legally operate and execute the work in UAE
- Must be able to provide directly or through sub-contractors provide manpower for all relevant work for the project.
