​Etihad Water and Electricity (formerly Federal Electricity and Water Authority), United Arab Emirates, invites tenderers from qualified and experienced consultancy firms registered in the UAE to undertake a two-phase techno-economic feasibility study for a proposed subsea power interconnector between the UAE and India.

Brief Scope of Work:

The scope of work shall include, but not be limited to:

• Phase A – Feasibility Assessment:

• Power system modelling and interconnection analysis
• Evaluation of technical configurations and routing options
• Preliminary marine considerations and constraints
• Indicative CAPEX and OPEX cost estimates
• Legal and regulatory framework assessment for the UAE–India interface
• Commercial structures and investment models
• Risk identification and mitigation strategies
• Recommendation to support Go/No-Go decision

• Phase B – Detailed Feasibility (Subject to Approval):

• Detailed marine surveys and route engineering
• Technical design and system specifications
• Bankable financial modelling and economic analysis
• Environmental and permitting considerations
• Preparation of tender-ready documentation
• Implementation roadmap and execution strategy
  
  Conditions to participate and collect the tender documents:

• The company must be registered in the EtihadWE vendor list.
• Tender documents may be obtained upon payment of a non-refundable tender fee of AED 5,000 against Rfx: 10003507 SRM Reference Number.
• The deadline for purchasing the tender documents is 23/04/2026 at 12:00 PM UAE time.
• A Bid Bond of AED 100,000 shall be submitted in the form of an irrevocable and unconditional Bank Guarantee issued by a bank operating in the UAE, valid for a period of not less than 180 days from the date of tender opening.
• Upon award of the contract, a 10% Performance Bond shall be submitted in accordance with the Tender Conditions.

Proposal submission details:

• Tenders shall be submitted through the SAP SRM online system.
• Tenderers must ensure that both their Technical and Commercial submissions are provided before the submission deadline as per the SRM system user manual.
• Once sold in the name of a firm, tender documents are not transferable to any other party.
• The last date of submission and opening of the tender is 13/05/2026 at 05:00 PM UAE local time.
