Etihad Water and Electricity (EtihadWE), United Arab Emirates, invites tenderers from experienced and prequalified EPC contractors for the design, engineering, supply, construction, installation, testing, and commissioning of 33/11kV substations and associated underground cabling works on a lump-sum turnkey basis, in accordance with EtihadWE standards, specifications, and the Tender Documents.
Eligibility and Prequalification Requirements
1.The bidder must hold a valid EtihadWE Prequalification Certificate as a turnkey EPC substation contractor to participate in this tender.
2.All proposed subcontractors for electrical, civil, MEP, and underground cable works must hold valid EtihadWE Prequalification Certificates.
3.Bidders prequalified by EtihadWE for both substation and cabling works, and having the capability to execute both scopes, may submit a bid covering the complete substation and cabling scope of this tender.
4.Bidders holding an EtihadWE Prequalification Certificate exclusively as a turnkey EPC substation contractor may submit bids only for the full substation scope under Tender No. 290E/2025, covering all substation lots. Similarly, bidders holding an EtihadWE Prequalification Certificate exclusively as a turnkey EPC cable contractor may submit bids only for the full cabling scope under Tender No. 290E/2025, covering all cable lots. Partial bidding for individual lots within each section is not permitted.

Conditions to participate and collect the tender documents
- The company must be registered in the EtihadWE vendor list and hold a valid EtihadWE Prequalification Certificate. If the company is not registered or prequalified, it must complete the registration and prequalification process to be eligible to participate in the tender.
- The tender proposal shall remain valid for a period of one hundred and eighty (180) days from the last date of submission of the tender proposals.
- The tender shall be accompanied by a Bid Bond in the amount of AED 100,000 (One Hundred Thousand UAE Dirhams) for each lot being bid, issued in favour of Etihad Water and Electricity, and valid for one hundred and eighty (180) days from the last date of submission of the tender proposals.
Proposal submission details - Tenders shall be submitted through the SAP SRM online system.
- Tenderers must ensure that both their Technical and Commercial submissions are provided before the submission deadline.
- Tenderers are encouraged to submit their best and final competitive offer in the initial submission.

Tender Timeline - Deadline for Submission of Clarification Requests (PTC):
Not later than 10 days prior to the tender submission deadline, through SAP SRM. No clarification requests shall be accepted after this deadline, and bidders are required to adhere strictly to this requirement. - Pre-Bid Meeting (if applicable):
